Kuwait to ban expats from working in public sector by 2028

Kuwait is working towards banning all foreigners from working in the public sector by the year 2028, as per latest Moodys report.

Kuwait is aiming for a 30 percent to 60 percent Kuwaitization in the private sector by 2028. At present, expats in the banking sector constitute 66 percent of the workforce with only 3 percent in other sectors like industries, manufacturing and agriculture.

The rating agency reports reveal that the creation of jobs for nationals remains weak in the GCC, particularly in Kuwait, Oman and Saudi Arabia. The high rate of unemployment will lead to more procedures to nationalize the labour market, further leading to low production.

The number of Kuwaitis in administrative jobs touched 26,000 in comparison to 83,000 expats. The current year will see replacement of 8000 expats with nationals (2000 fresh graduates and 6000 graduates transferred to private sector from various government bodies on their own).

The Civil Service Commission (CSC) is likely to carry out a study for fiscal year 2019-2020 on the definition of functional groups included in Kuwaitization of jobs, and the targeted number of Kuwaiti employees, out of the total staff in each government entity.
