Expats are excluded from restricted amnesty for petty criminals. The Released prisoners will have to wear e-bracelets, and stay at home for jail terms.

The use of electronic tracking bracelets for petty convicts released from jail under certain conditions will not cover expatriates, according to a Kuwaiti official.
The Supreme Committee for Royal Pardon has this week announced that people sentenced to up to three years can be released from prison and stay at home during the period of their imprisonment while wearing electronic tracking bracelets.
Head of the Supreme Committee for the Royal Committee Mohammed Al Duaj said, “This mechanism applies only to the Kuwaitis and the stateless people [Bidoon] and not the expatriates.”
“This Amiri gesture is a humanitarian sign aimed at integrating prisoners into society and rehabilitating the prisoners especially young and accidental offenders to protect them from deviation,” Al Duaj added.
“The inmate covered by this measure must have a permanent residence. The convict will be obliged to stay in his house to complete the period of his jailing, which means he will not go out unless for extreme necessity and with prior permission,” he told Al Rai.
