Following this, Richard Hoyes, the Technical Director at URS Scott Wilson, gave an overview about the current status of Mubarak Al-Kabeer Mega Port on Boubyan Island. He emphasized that Kuwait should focus on getting planned transport infrastructure without delay, and reduce the size of public sector, which work more towards expanding its private sector. This will help in improving its economy, as the Built, Operate and Transfer (BOT) Laws were conceived to create public sector growth, as opposed to the private sector.
