MPs propose new stringent laws on expatriate residency

A draft law to impose new stringent rules on expatriates by limiting their stay to five years and emphasizing that the size of any foreign community should not exceed 10 percent of Kuwaitis or a maximum of 124,000, has been proposed by Al-Tameemi, an Independent MP.

As per reports, the draft law stipulates that the residence permits of foreigners with low or medium qualification should be granted only five-year permits and should not be renewed under any circumstance.

The law also states that number of any foreign community should not exceed 10 percent of the population of native Kuwaitis. However, the lawmaker said that GCC nationals, Europeans and Americans are exempted from this rule.

Meanwhile, MP Yacoub Al-Sane proposed an amendment to Civil Service Law suggesting reduction of expat percentage in government jobs to 20 percent, marking a decrease from the current 30 percent, a move which could lead to lay off of at least 40,000 expatriates.

He also proposed that no expat be appointed in government jobs if there is a Kuwaiti who can take up the vacancy in government jobs, and that the expat contracts in government jobs should only remain ‘temporary’ and not ‘permanent’.

He further proposed that the percentage of expatriates in government jobs should not exceed 20 percent of total workforce, so as to create enough vacancies to appoint nationals.
