New rules for issuance of work permits in Kuwait

The Ministry of Social Affairs and Labour will shortly announce new rules for issuance of work permits to expat workers, based on actual manpower requirements in Kuwait.

As per the new rules, expat workers will have to undergo a series of tests to prove their competency levels. They will have to submit fitness certificates to work in Kuwait, and the ministry will closely co-ordinate with concerned authorities to assess the manpower requirements of various institutions.

The Ministry is now considering the possibility of establishing a government office for recruitment of expat workers, so as to cross verify the qualifications of those hired with the actual needs of companies and institutions. The contract between the office and the employer will include recruitment criteria, including field of specialization, work experience and salary.

Work permits will be issued to expats who hold certificates in the required fields of specialization, as per ministerial decision number 136/2001.

According to sources, the Ministry of Commerce and Industry will also implement a new system for issuance of commercial licenses, in line with latest developments, while its Social Affairs and Labour counterpart will specify the number of workers for each commercial license given.

All these measures are being taken to limit the marginal workers, create more job opportunities for nationals in the public sector and to balance the population structure in Kuwait.
